WASHINGTON (AP) ? The House on Thursday passed and sent to President Barack Obama a far-reaching extension of the Violence Against Women Act. The vote came after House Republican leaders, cognizant of divisions in their own ranks and the need to improve their faltering image among women voters, accepted a bill that cleared the Senate two weeks ago on a strong bipartisan vote.
The bill renews a 1994 law that has set the standard for how to protect women, and some men, from domestic abuse and prosecute abusers. Thursday's 286-138 vote came after House lawmakers rejected a more limited approach offered by Republicans.
It was the third time this year that House Speaker John Boehner has allowed Democrats and moderates in his own party prevail over the GOP's much larger conservative wing. As with a Jan. 1 vote to avoid the fiscal cliff and legislation to extend Superstorm Sandy aid, a majority of House Republicans voted against the final anti-violence bill.
Obama, in a statement, said "renewing this bill is an important step towards making sure no one in America is forced to live in fear" and said he would sign the bill "as soon as it hits my desk."
The law has been renewed twice before without controversy, but it lapsed in 2011 as it was caught up in the partisan battles that now divide Congress. Last year, the House refused to go along with a Senate-passed bill that would have made clear that lesbians, gays, immigrants and Native American women should have equal access to Violence Against Women Act programs.
It appeared the scenario would be repeated this year when the House introduced a bill that didn't mention the lesbian, gay, bisexual and transgender community and watered down a Senate provision allowing tribal courts to prosecute non-Indians who attack their Indian partners on tribal lands.
House Majority Leader Eric Cantor, R-Va., who has spent months working on the issue, defended the Republican plan: "Our goal in strengthening the Violence Against Women Act is simple. We want to help all women who are faced with violent, abusive and dangerous situations. ... We want them to know that those who commit these horrendous crimes will be punished."
But the House proposal encountered quick and strong opposition from women's groups, the White House, Democrats and some Republicans, and on Tuesday, the GOP leadership agreed to give the House a vote on the Senate bill. It passed immediately after the House rejected Cantor's bill, 257-166, with 60 Republicans voting against it.
The GOP decision to show the white flag came after the party's poor showing among women in last fall's election and Democratic success in framing the debate over the Violence Against Women Act as Republican policy hostile to women. President Barack Obama won 55 percent of the women's vote last November. Republican presidential candidates haven't won the women's vote since 1984, when Ronald Reagan held a 12-point lead over Walter Mondale among women.
The anti-violence bill should never have become partisan, said Sen. Patty Murray, D-Wash., a sponsor of the Senate bill. "That is why I applaud moderate Republican voices in the House who stood up to their leadership to demand a vote on the Senate bill."
The Senate passed its bill on a 78-22 vote with every Democrat, every woman senator and 23 of 45 Republicans supporting it.
A turning point in the debate came earlier this month, when 19 Republicans, led by Rep. Jon Runyan, R-N.J., wrote a letter to their leadership urging them to accept a bipartisan plan that would reach all victims of domestic violence. The letter, Runyan said, was a catalyst in showing the leadership "a willingness of people in the House to really compromise" and see that the Senate "has a pretty good bill."
Rep. Tom Cole, R-Okla., a Native American, also wrote his Republican colleagues saying he was voting against the House alternative because "it falls short of giving tribes what they need to keep their women safe."
Indian women suffer incidents of domestic violence at rates more than double national averages, but Indian courts don't have jurisdiction over non-Indians, and federal prosecutors don't take up about half the violence cases on reservations because of lack of resources to pursue crimes on isolated Indian lands. The Senate bill would give Indian courts the ability to prosecute non-Indians for a limited set of crimes limited to domestic violence and violations of protecting orders. Opponents have said that raises constitutional issues.
The Violence Against Women Act is credited with helping reduce domestic violence incidents by two-thirds over the past two decades. The Senate bill would authorize some $659 million a year over five years to fund current programs that provide grants for transitional housing, legal assistance, law enforcement training and hotlines.
The Senate bill adds stalking to the list of crimes that make immigrants eligible for protection and authorizes programs dealing with sexual assault on college campuses and with efforts to reduce the backlog in rape kit analyses. It reauthorizes the Trafficking Victims Protection Act.

What is Liver Disease?
?
Your liver is an amazing organ that you simply cannot survive without. This football sized body part, which is located in your lower right abdominal area, removes toxins from your body and helps you digest and absorb nutrients from the foods you eat.
Symptoms of Improper Functioning
How can you tell if your liver is functioning correctly? According to the Mayo Clinic, if it?s not, you may experience the following symptoms:
Causes
There are many different possible causes of liver disease. For instance, if you have hepatitis, Gilbert?s syndrome or Wilson?s disease, you may have a higher risk of liver related issues.
One of the most prominent known, and preventable, causes of liver disease is excessive alcohol consumption. Because the liver is responsible for removing the toxins found in the alcohol, it is constantly overworked when someone drinks a lot on a regular basis.
There are also certain risk factors that may predispose you to contracting liver disease. For example, if you have a job in the health industry and you work around other people?s bodily fluids, you are at a higher risk because you may come into contact with infected bodily fluids. Or, if you have a body piercing or tattoo, you?re also at a higher risk.
Some prescription medications, herbs and supplements may increase your likelihood of liver disease as well because they?re full of all sorts of substances that your liver may recognize as toxins. Obesity will also increase your risk.
Prevention
So, how can you prevent liver disease? Limit your alcohol consumption, wear protective gear if you work around other people?s bodily fluids, use medications as intended and stay at a healthy weight.
All of these things will help you keep your liver functioning healthy and strong.

While billions of research dollars have been spent on screening, treating and trying to cure breast cancer, still relatively little is known about its causes. Image: Flickr/TipsTimes
When Ida Washington received a letter inviting her to participate in a women?s health study to explore the environmental roots of breast cancer, she didn?t think twice. Her mother was diagnosed with the disease nearly 40 years ago, and since then, it has been a terrifying mystery she has yearned to unravel.
Washington was just a teenager when the lump was found on her mother?s left breast. In the years that followed, as her mother?s cancer went into remission, she began to wonder what caused it. ?My mother didn?t smoke, she didn?t drink. Breast cancer didn?t run in the family,? she said.
Ida?s mother, Willie Mae Washington, now 92, participated in the first generation of a scientific study that has endured for more than half a century to investigate whether environmental exposures may trigger breast cancer. Now Ida Washington, 52, is continuing the legacy as part of its second generation.
The two women are among the more than 15,000 mothers, daughters and granddaughters in the San Francisco Bay Area enrolled in a project known as the Child Health and Development Studies, launched in 1959. Tens of thousands of samples of the women?s blood are stored, providing more than 50 years of continuous data on health outcomes and environmental exposures.
Scientists tap into this unique trove as they struggle to figure out what role environmental exposures play in the development of diseases such as breast cancer.
?These women are a national treasure,? said Barbara Cohn, director of the Child Health and Development Studies and Three Generations follow-up study, based in Berkeley, Calif. ?They hold the key to understanding the risks.?
While billions of research dollars have been spent on screening, treating and trying to cure breast cancer, still relatively little is known about its causes. One in every eight women today will contract the disease during her lifetime. Genes account for only a small number of cases, 5 to 10 percent. Known risk factors include age, obesity and low physical activity.
Washington, her mother, and other members of the Bay Area study are uniquely poised to help researchers answer the why?s of breast cancer and other diseases afflicting women.
Over the years, this group of women and their children???known in scientific jargon as a cohort???has helped scientists understand how diseases can start even before birth and may pass from one generation to the next???not just through genes, but also by things in their environment.
Funded largely by the National Institutes of Health, hundreds of scientific studies have been published about these women since the 1960s.
One of the more groundbreaking findings provided a clue that smoking during pregnancy could harm the fetus. Also, based on these women, scientists discovered that exposure to the now-banned pesticide DDT during a mother?s pregnancy could decrease a daughter?s ability to become pregnant and increase a son?s risk of testicular cancer. New findings are expected to be published soon.
There are no research cohorts like it in the country. In fact, it may be the only one of its kind in the entire world.
The study group is ?extremely valuable, almost unique,? said Shanna Swan, an environmental health scientist at Mount Sinai School of Medicine in New York who is not involved with the California research.

SANFORD, Florida (Reuters) - A year after the shooting death of an unarmed black teenager in this central Florida town, there's a small memorial, a new police chief and the stirrings of understanding.
Trayvon Martin, 17, was gunned down on February 26, 2012 as he walked to his father's fiancee's home in one of Sanford's gated communities. The man accused of his killing, George Zimmerman, 28, a white Hispanic on neighborhood watch, is set to be tried on June 10.
Martin's death drew top-tier civil rights leaders, such as the Rev. Jesse Jackson and Al Sharpton, who brought a national spotlight to this town just north of Orlando and not far from Disney World.
That spotlight forced the town of 53,000 to confront police work that seemed to be a throwback to the days of separate and resolutely unequal racial sensibilities.
"This situation, with all eyes on Sanford is making them (city leaders) do something about it now," said Cindy Philemon, 49, who helps run the local black heritage museum and welcome center.
Over the weekend, volunteers in the black community hastily worked to complete a modest memorial of stuffed animals, cards and crosses in time to remember the first anniversary of Martin's shooting. It has also become a way for Sanford to remember the many other black victims of violence whose stories largely went untold.
The police chief at the time of Martin's shooting lost his job over criticism that his department and prosecutors chose not to charge or arrest Zimmerman.
The new chief starts his job in April.
"Now, it's like the police are getting more involved in being with the community. They are starting to do their part in interacting with us," Philemon said. "They say there is not as many shootings as there once was."
Another resident, Thelma Holmes, 62, agreed saying, "It is better than what it was before, because we had a lot of killings of young men....The people and the police, they're both trying."
Trayvon's death will not be forgotten.
"It started people to come forward. So his death is not going to be in vain," said Philemon. "And he will always be remembered."
Martin's parents and lawyers will be in New York City, not Sanford, to hold a candlelight vigil on Tuesday night.
Zimmerman, who is charged with second-degree murder, was granted bond and ordered to surrender his passport, agree to be electronically monitored, reside in Seminole County, and observe a night time curfew.

LOS ANGELES (TheWrap.com) - The Coen Brothers will rewrite the script for "Unbroken," a Universal Pictures spokesman told TheWrap.
However, Joel and Ethan Coen, the outr? minds behind "Fargo" and "No Country for Old Men" won't slide behind the director's chair on the project. Those duties will fall to Angelina Jolie, who previously directed "In The Land of Blood and Honey" (2011), a romantic drama set against the backdrop of the Bosnian War.
William Nicholson ("Les Mis?rables") had turned in an earlier draft of the screenplay to "Unbroken."
The film is an adaptation of Laura Hillenbrand's 2010 non-fiction account of a former Olympic track star's astounding quest to survive imprisonment as a prisoner of war after his plane crashes in the Pacific theater during World War II.
The book was a bestseller, and Hillenbrand has had great success mining similar true-life tales of uplift in the past. Her book "Seabiscuit: An American Legend" provided the basis for an Oscar-nominated 2003 film starring Tobey Maguire.
The Coen Brothers typically are possessive of their screenplays, although they do have another script-for-hire film coming out this year with "Gambit." The remake of the 1966 heist film stars Colin Firth and Cameron Diaz and was directed by Michael Hoffman ("Soapdish").
Earlier this month, CBS Films acquired U.S. distribution rights to the brothers' next film "Inside Llewyn Davis," which will look at the Greenwich Village folk scene in the 1960s. The film is expected to be released theatrically in the second half of this year.
The Coen Brothers are represented by UTA. The Hollywood Reporter first reported their hire for "Unbroken."

Feb. 25, 2013 ? Non-volatile bistable memory circuits being developed by Satoshi Sugahara and his team at Tokyo Tech pave the way for highly energy-efficient CMOS logic systems. The details are described in the February 2013 issue of Tokyo Institute of Technology Bulletin.
Developments in low power, high performance CMOS logic technology are vital to the future of microprocessors and system-on-chip (SoC) devices for personal computers, servers, and mobile/smart phones. Much of the processing in these computing systems is carried out using a volatile hierarchical memory system in which bistable circuits such as static random access memory (SRAM) and flip-flop (FF) play an essential role for fast data-access. However, the power to these bistable circuits cannot be switched off without losing their data. This inability to turn off power is a fundamental problem for energy consumption in CMOS logic systems.
The method for saving energy in CMOS logic systems, called power-gating, uses architecture to cut the supply voltage to idle circuit domains, effectively putting them to power shut-off state to avoid leakage and thereby save static energy.
Satoshi Sugahara and his team at the Tokyo Institute of Technology have proposed a new architecture of power-gating using non-volatile SRAM (NV-SRAM) and non-volatile FF (NV-FF) circuits, called non-volatile power-gating, so that the size of logic circuit domains for power-gating is optimally designed, supply voltages to the domains are cut at the optimum times, and the energy cost of the logic circuits is worthwhile.
Over the past few years, Sugahara and his team have been developing non-volatile bistable memory circuits (NV-SRAM and NV-FF) required to establish non-volatile power-gating systems with better overall performance and energy efficiency than conventional power-gating systems [1]. In particular, the researchers have built pseudo-spin metal-oxide-semiconductor field-effect transistors (PS-MOSFETs) for use in the non-volatile bistable memory circuits.
The PS-MOSFET can be configured with an ordinary MOSFET coupled with a spin-transfer torque magnetic tunnel junction (STT-MTJ), and it can reproduce the functions of spin-transistors -- in which different electrons spin states or magnetization configurations of the ferromagnetic electrodes are used to control transistor output1. Spin transistors can also store non-volatile information1. In a typical bistable memory circuit, an inverter loop consisting of cross-coupling two CMOS gates is used to store each memory bit. In the new non-volatile bistable circuits, PS-MOSFETs are added to the inverter loop.
Previous attempts to build non-volatile bistable circuits with STT-MTJs have resulted in performance degradation, because the STT-MTJs interfere with their fundamental circuits of the inverter loops. To overcome this problem, the team designed NV-SRAM and NV-FF circuits using PS-MOSFETs. In these circuits, the STT-MTJs can be electrically separated from the inverter loops by the PS-MOSFETs and thus have no degradation effects on the bistable circuit performance.
The NV-SRAM and NV-FF circuits built by Sugahara's team have performed well under tests so far, compared to conventional SRAM/FF circuits. They also developed architectures for minimizing break-even time (that is an important performance index of power-gating) of the NV-SRAM and NV-FF circuits, including a 'store-free' shutdown, wherein existing data is not rewritten, thereby dramatically saving energy.
These new transistor and circuit designs could be pivotal in the development of faster, more energy-efficient processing in future CMOS logic systems. Most importantly, as the researchers state in a recent publication2-5, "Proposed architectures have excellent compatibility with present microprocessor/SoC technologies," and "Proposed non-volatile bistable circuits using PS-MOSFETs can dramatically reduce the energy issues caused by static power dissipation in advanced CMOS logic systems"

ANAHEIM, Calif. -- UFC 157's preliminary card started with a bang and ended with a snoozer on Saturday.
Dennis Bermudez took a tight split decision in a fight that will go down as a fight of the year candidate. He won it 29-28, 28-29, 29-28 over Matt Grice.
Bermudez fell into full mount early in the round and rained punches down on Grice's head, but Grice got out and came back late in the round by leveling Bermudez with a left hook.
But it's the third round of the fight that the MMA world will remember. Bermudez threw everything but the kitchen sink at Grice, but Grice hung in. He continued to throw kicks and punches at Bermudez right up until the horn sounded and a grateful crowd in Anaheim came to its feet.
?That was insane. Somewhere around the second round I woke up and thought 'Oh, I?m in a fight, I think I am in California somewhere'," Bermudez said. "If he?d given me a reason, maybe I would have quit. I had that battle inside me where I maybe could have [quit] but I won that battle and from there got back into the fight."
Brendan Schaub used takedowns, and little else, to beat Lavar Johnson 30-27 on all the judges cards in the final fight of the prelims. With the crowd booing, Schaub repeatedly took down Johnson, who had little takedown defense.
Michael Chiesa continued his unbeaten streak with a rear naked choked of Anton Kuivanen. Chiesa rolled through to get into perfect position. He sunk in a rear naked choke that turned Kuivanen's face red. Kuivanen tapped at 2:29 in the second round.
Sam Stout managed another decision win, taking the split 29-28, 28-29 over Caros Fodor. 14 of his fights have ended with judges cards being read, and this decision put his record to 19-8.
Kenny Robertson made quick work of Brock Jardine. He stopped him with a knee bar at 2:57 in the first round.
"Sometime you gotta go with what you are handed. He was on top of me but didn?t have a great posture," Robertson said after the fight. "I saw the opening, so I grabbed his leg and hyper-extended it and he verbally submitted. I?ll take it. It is a first round win in the UFC."
For the card's opener, Nah-Shon Burrell and Yuri Villefort put on a thrilling bout that ended with Burrell taking the decision 30-27, 29-28, 29-28. Villefort had a strong first round, grabbing Burrell for two different submission attempts. But Burrell fought back in the second round, busting up Villefort's face with smart boxing. In the final round, Villefort grabbed a heel hook, but left his face open. Burrell used the opportunity to punch Villefort several time.
After the thriller by Burrell and Villefort, Neil Magny and Jon Manley's bout was a let down for the crowd in Anaheim. They spent much of the bout in a clinch, with Manley trying for a takedown that never came. Magny took the bout with better striking as the bout wore on.

Another storm in the West is rolling out of the Rocky Mountains this weekend and could create blizzard conditions in?Colorado, according to a?National Weather Service?advisory.
Much of the Midwest is already blanketed with snow. More than a foot of snow was reported in?Kansas?on Thursday, forcing airports to cancel hundreds of flights and leaving motorists stranded on highways.
Starting on Saturday, the?New England?coast - from northern?Connecticut?to?southern Maine?- was expecting an extended mix of snow and rain, according to a?National Weather Service?advisory, while inland areas could see a significant accumulation of snow.
Wet snow and freezing rain were expected Saturday afternoon through Sunday evening in?southern New Hampshire, northern Rhode Island and much of?Massachusetts.
The?Boston?metropolitan area could see from 2 to 5 inches of snow, while parts of central Massachusets may get up to 12 inches, said?National Weather Service?meteorologist?John Foley.
The heaviest snowfall was expected Saturday night through Sunday morning, with 1 to 2 inches per hour possible, the weather service said.
Despite the forecasts, some residents were taking it in stride, wondering what all the fuss was about.
"Look, it's winter, it's?New England, it snows. Happens every time!" said?Steve Scardino, a software sales executive and lifelong New Englander from?Hopkinton,?Massachusetts.
But others were not so sanguine.
Tom Meek?of?Cambridge?said he had cancelled dinner plans with relatives two weekends in a row because of bad weather and this time, he would just take his chances.
"We can't let Mother Nature impound us again," Meek said.
NStar Electric president,?Craig Hallstrom, said the utility's emergency response plan had been well tested this winter.
The weather service said the storm may bring sleet and freezing rain to the Appalachians and?mid-Atlantic?states as well, with thunderstorms expected in the Southeast. It likely will dump rain from New York City to?Philadelphia, it said.
The storm barreled eastward for the weekend after pummeling the Midwest during the week. In?Kansas?City,Missouri, Mayor?Sly James?said about 60 buses were stuck on snowbound streets on Friday, and even tow trucks were immobilized.
"It's still an ongoing process to get people off the roads," he told CNN.
SNOWY?KANSAS
Kansas?bore the brunt of the bad weather on Thursday, with up to 15 inches of snow in some parts of the state, according to the?National Weather Service.
A closed 200-mile stretch of Interstate 70 in?central Kansas?was strewn with cars stuck in snow.
National Guard?troops were dispatched in Humvees to look for stranded motorists along the interstate and other highways, said?Sharon Watson, a spokeswoman for?Kansas?emergency management services.
Missouri?Governor?Jay Nixon?and?Kansas?Governor Sam Brownback declared states of emergency because of possible power outages and generally hazardous travel.
Drought-stricken farmers in the Great Plains, one of the world's largest wheat-growing areas, welcomed the moisture, although experts said even more rain or snow would be needed to ensure healthy crops.
Meanwhile, in the Southeast, a "rich supply of Gulf moisture" will drive heavy rainfall from the Florida Panhandle east to the?Carolinas?on Saturday, the?National Weather Service?advisory said.

LAS VEGAS (AP) ? Kenny Cherry was an aspiring rapper who moved from the Bay Area to Las Vegas to pursue his career. His music videos online show him cruising the Strip in his Maserati.
Michael Boldon was a family man and taxi driver who hailed from Michigan and loved fast cars.
The two men's lives ? along with that of an unidentified passenger in Boldon's cab ? ended in violence normally seen only in movies: gunfire, a fiery crash and an explosion before dawn Thursday on the neon-lit Las Vegas Strip.
As investigators Friday tried to find the gunman in a black Range Rover SUV who triggered the shocking chain of events, families and friends tried to grasp the blink-of-an-eye finality of it all.
"Right now my heart is breaking," said Cherry's great aunt, Patricia Sims, of Oakland, Calif. "This has really been a tragedy. Kenny was just a delightful kid."
Sims, 75, said Cherry moved to Las Vegas from Northern California, though she didn't know her nephew was a rapper using the name Kenny Clutch.
Cherry's parents were traveling to Las Vegas on Friday to claim his body. The 27-year-old, whose full name is Kenneth Wayne Cherry Jr., was driving a Maserati that was peppered by gunfire before it sped through a red light and smashed into Boldon's taxi.
The taxi exploded into flames, killing Boldon and female passenger Sandra Sutton-Wasmund, as four other vehicles crashed like pinballs at an intersection overlooked by some of Las Vegas' most famous hotel-casinos: Bellagio, Caesars Palace, Bally's and the Flamingo.
Police think an argument at the valet area of the upscale Aria resort-casino led to the shooting, but they haven't shared details. The shooting happened the same night that Morocco-born rapper French Montana was playing at Aria's signature nightclub, Haze.
"What the original disagreement was is crucial to the ongoing investigation and the identification of the suspects," said Las Vegas police officer Bill Cassell.
He said investigators were examining surveillance video and enlisting help from federal authorities and agencies in neighboring states to look for the distinctive Range Rover. It had blackout windows and custom black rims and was last seen speeding away from the fiery scene around 4:30 a.m. Thursday.
Police said a passenger in the Maserati was wounded in the arm but was treated at a hospital and released. He was reported to be cooperating with investigators, and his name wasn't made public.
Cherry's father, Kenneth Cherry Sr., of Emeryville, Calif., said he was struggling to handle his grief.
He said his son started a music career in Oakland after attending two Catholic high schools. According to his father, Cherry was recognized by other rappers within a West Coast hip-hop strain called hyphy.
Cherry was not well-known in wider music circles, according to Chuck Creekmur, CEO of AllHipHop.com.
"I had never heard his name before," Creekmur said.
Kenny Clutch's YouTube music video, "Stay Schemin," shows scenes of hotels along the Strip as he sings about paying $120,000 for his Maserati.
"One mistake change lives all in one night," he raps in one verse.
Cherry Sr. said he didn't know how his son made money or if he had any other jobs.
"I want to make it clear that my son was no gangster or nothing like that," he told The Associated Press. "He moved to Vegas about six year ago and he was writing music and rap."
Court records show Cherry had no criminal cases or convictions in Las Vegas, and Cassell said there was no record of arrests.
The police spokesman wouldn't say whether investigators determined if Cherry owned, rented or borrowed the Maserati. Cassell called that information "integral to the investigation."
Meanwhile, Boldon's family struggled to cope with his death.
"It's very devastating for us, for my family," said Tehran Boldon, 50, younger brother of the 62-year-old taxi driver. "Our family has no history of violence or gang membership that would predict losing a family member to such an event."
Boldon's sister, Carolyn Jean Trimble, said Boldon was a father, a grandfather and a car enthusiast. He was one of five children born and raised in Michigan, where he took care of his ailing father, who fought cancer, before moving to Las Vegas to be with his 93-year-old mother.
Bolden had owned a clothing store in Detroit and worked at a car dealership, his sister said. He began driving taxis after moving to Las Vegas about 1 1/2 years ago.
Boldon loved watching IndyCar and NASCAR races and drove a Mercedes when he wasn't in a cab. An avid car enthusiast, he tried to persuade Trimble to buy a Bentley, she said.
"Everybody just loved him," the older sister said. "When that car hit that cab, Mike had to be in there talking and laughing."
The irony that a man with a taste for beautiful cars was killed by a sports car wasn't lost on Trimble.
"He would be tickled to death: 'Damn, of all things, a Maserati hit me, took me out like that,'" she said. "I'm happy he didn't suffer."
The county medical examiner said both Boldon and his passenger, Sutton-Wasmund, died of blunt force injuries and that their deaths were being treated as homicides. The 48-year-old woman was from Maple Valley, Wash.
Besides Cherry's passenger, police said five people were treated for injuries after the six-vehicle crash. No one was said to face life-threatening injuries.
Jogger Eric Lackey snapped a cellphone photo of the blazing scene moments after the crash. Black smoke billowed from the flaming taxi, amid popping sounds from the fire.
The famously glowing, always-open Las Vegas Strip was closed for some 15 hours before reopening Thursday night. One Nevada Highway Patrol sergeant recalled a similarly long closure after the 1996 drive-by slaying of rapper Tupac Shakur.
That shooting ? involving assailants opening fire on Shakur's luxury sedan from a vehicle on Flamingo Road ? happened about a block away from Thursday's crash.
The Shakur killing has never been solved.

Apple?s newest patent application could offer a look at the company?s rumored iWatch. It details a wearable accessory device that includes a flexible display coupled to a bi-stable spring.
The accessory is like a digital version of the classic slap bracelet from the ?80s, as it has a flat state and a curled state in which the flexible device wraps around the user?s wrist. The patent describes this in more detail:
Bi-stable springs have two equilibrium positions. This allows a device with a bi-stable spring to assume two distinct configurations. The most recent widespread use of such a device was the slap bracelet, also called the slap wrap. The slap bracelet consists of layered flexible steel bands sealed within a fabric cover. Typical slap bracelets are roughly one inch in width by nine inches in length. In a first equilibrium position they can be flat. The second equilibrium is typically reached by slapping the flat embodiment across the wrist, at which point the bracelet curls around the wrist and stays relatively secure in a roughly circular position.
The patent application also describes a user interface in the form of a touch-sensitive sensor overlaid on the flexible display, and power supplied to the bracelet that is partially provided by ambient light energy collectors disposed across a portion of it?s surface.

Feb. 22, 2013 ? Tiny molecular tweezers have a remarkable impact on bustling proteins: Three research groups from the University of Duisburg-Essen (UDE), the Chemical Genomics Centre of the Max Planck Society in Dortmund and the Max Planck Institut f?r Kohlenforschung in M?lheim found that the molecular tweezers designed by Professor Frank Kl?rner at the UDE can be used to regulate protein -- protein interactions by selectively trapping certain residues of the protein -- and stick like a clothespin.
The research groups of Thomas Schrader (UDE), Christian Ottmann (Chemical Genomics Centre) and Elsa Sanchez Garcia (MPI f?r Kohlenforschung) believe that this might be a promising approach for applications in medical research, as the water soluble tweezers act without inducing toxicity or explicit side effects.
The scientists have tested their small tweezers on proteins that have influence on many processes in the human body. "We also wanted to know how they work," says Dr. Elsa Sanchez Garcia, leader of a Max Planck research group at the Max Planck Institut f?r Kohlenforschung. The chemists have found out that although their tweezers prefer to bind at the amino acid lysine, the protein surrounding of the lysine influences the trapping of the tweezers. Thus, with computer simulations Dr. Sanchez Garcia and her colleague Kenny Bravo Rodriguez have shown which type of lysine the tweezers prefer -- and why that is the case. Their work also allowed to lay down rules for predicting the behavior of the tweezers in the presence of proteins with several lysine residues.
Although the tweezers research is at early stages, their potentiality makes it worth for medical researchers to have a closer look at these results. The 14-3-3 adapter proteins (14-3-3) that the scientists used for their experiments are small recognition proteins that influence many physiological processes by binding their targets via short peptide sequences and modulating their function. For instance, they are able to stabilize certain tumor suppressors. Because of their important role in many biological processes, 14-3-3 proteins are prospective therapeutic agents against severe disorders, such as cancer.
The three research groups published their findings in the Nature Chemistry.

The White House petition initiated to undo the questionable policy change outlawing new cell phones from being unlocked reached its goal.
The petition had to secure 100,000 signatures my midnight on February 23, 2013 in order to mandate a response from The White House.
To be clear, the controversial policy still stands. But now with the attention of The White House, there?s a good chance a positive solution will be found for the outraged mobile device owners who feel their rights have been trampled upon.
The underlying controversy began last fall when the Register of Copyrights at the Library of Congress determined that unlocking mobile phones would no longer be permissible. A 90-day window, which was established for people to still buy a phone and unlock it, closed at the end of January.
As of today, it is against the law for certain mobile phone owners to unlock their devices for use on other carriers.
But also as of today, 109,316 people ?want their rights back.?
Do you think the policy will ? or should ? be reversed?

Orbiting a star some 215 light-years away, Kepler-37b is smaller than Mercury, the smallest planet in our solar system.?

The newfound alien planet Kepler-37b is the first?exoplanet?discovered to be smaller than Mercury. It whips around its parent star every 13 days and has a roasting surface temperature of about 800 degrees Fahrenheit (427 Celsius), researchers said. It not a promising contender for life, they added.
Astronomers found Kepler-37b and two other, larger planets (called Kepler-37c and Kepler-37d) orbiting a star about 215 light-years from Earth using NASA's prolific Kepler space telescope. Finding such a small exoplanet with the?Kepler spacecraft?was a stretch, but some attributes of Kepler-37b's parent star made the discovery possible.
The star has few sunspots and is bright relative to its planet, making it easier for the Kepler spacecraft to spot the telltale dimming that takes place when a planet passes in front of its star, which scientists call a transit. That method revealed not just the presence of Kepler-37b, but its two siblings in orbits farther from the parent star than 37b. [Gallery: The?Smallest Alien Planets]
"There are not many signals masking the transit," study leader Thomas Barclay of NASA's Ames Research Center in Moffett Field, Calif., told SPACE.com. "What makes this exceptional was this dip of brightness was just 22 parts per million."
Kepler-37b and its siblings, 37c and 37d, are likely uninhabitable, scientists said. All three planets lie close to their parent star, well inside the Earth-sun distance (called astronomical units, or AU). One astronomical unit is about 93 million miles (150 million kilometers).
The moon-size Kepler-37b is so close to its parent star, at just 0.10 AU, that it likely has no atmosphere or liquid water on its surface. The next planet out, Kepler-37c, is slightly smaller than Earth and may have an atmosphere, but it orbits the star at 0.14 AU ? well outside the star's habitable zone in which liquid water could exist on the surface.
The biggest planet in the newfound?alien solar system?is Kepler-37d. It is about twice the size of Earth and orbits the parent star at a distance of 0.2 AU.
"This could hold an atmosphere, but it's unlikely to be a rocky planet ? more likely to be gassy ? simply because of its size. It could hold some kind of liquid at the surface," Barclay said.
The next step, Barclay added, will be to look for Mercury-sized exoplanets at greater distances away from the host star Kepler 37. More planets could be orbiting the star and await discovery.
"We're looking at it very carefully," Barclay said. "There's nothing yet, but something may appear in the data."
Barclay and his team took great care to confirm the existence of planets around Kepler-37. Theresearchers knew that a dip in the star's brightness identified by the Kepler spacecraft could have come from several factors, most notably another?star passingin front of the Kepler-37 target. So they ran a computer simulation to see if the newfound planet candidates could be false positives.
Using a tool called Blender from the Harvard-Smithsonian Center for Astrophysics, the researchers simulated several false positive scenarios in order to eliminate them. The results made researchers more than 99 percent confident that the planet candidates are actual planets, Barclay said.
The science team managed to obtain a close approximation of the size of the Kepler-37 star, in addition to spotting its planetary retinue.
The star's quiescent nature allowed the researchers to measure it with astroseismology, a technique that uses acoustic oscillations on the star's surface similar to how researchers probe the Earth's interior with seismic devices during earthquakes.
The uncertainty for a star's size is typically 20 to 30 percent, Barclay said. In this case, using astroseismology, the researchers narrowed the uncertainty to 3 percent.
Measurements showed Kepler-37 is about 75 percent the size of Earth's sun and 80 percent as massive. This places the star within the same "class" of stars as our sun.
The $600 million Kepler mission launched in March 2009, and has found more than 2,740 alien worlds so far. The spacecraft searches for small dips in stars' light caused by orbiting planets that pass in front of them periodically, diming their brightness.

Small business owners are always on the go. From making sure inventory is stocked to processing payroll, those who run successful small businesses jump in whole-heartedly. An eVoice survey found that 53 percent of respondents listed ?covering multiple jobs? as the most difficult aspect of balancing a business, followed by 50 percent saying there just isn?t ?enough time to get everything done.? Small businesses can benefit from hiring online marketing firms that manage social media, email newsletters, and more. Reduce the number of jobs you have to cover as a small business owner while gaining more time to focus on the core of your business.
While you may be the best baker or auto mechanic around, you probably aren?t staying up-to-date on the best search engine optimization or outbound marketing tactics. By outsourcing your online marketing, you gain instant access to experts and avoid spending weeks conducting your own research on each online marketing strategy and platform. Having a great product, service, and business is often where small business owners are focused. Allowing an outside source to focus on the marketing aspect of your business provides your business with the experience and expertise you might not have on your own. Online marketing is essential for the success of a business, especially in today?s always-connected society, and online marketing firms will make your efforts more successful with specialized staff.
Running a business isn?t easy and there often isn?t enough time in the day to get everything done. Outsourcing saves all the time you would have spent marketing your business on social media and through email newsletters. A recent survey of 500 SMBs by online marketing firm Vertical Response found about one-third of small business owners would like to spend less time on social media. Keeping up with the trends in online marketing, including social media and SEO, requires a great deal of time and effort. Hiring an online marketing firm saves you the time you would have spent on researching and executing the best strategies for your business.
While access to expert advice and time savers are great benefits for small business owners who choose to outsource their online marketing efforts, these aren?t the only advantages. An important additional one is greater success, which often follows the hiring of an online marketing firm. These companies understand the spaces where your business needs to be and the platforms that yield the greatest results. Internet marketing firms can boost your business website?s rankings higher in search engine indexes. Higher rankings are vital when it comes to attracting targeted traffic. If you want to rank higher in search engines or build engagement online, or however your small business measures success, an online marketing firm will help you accomplish your goals and allow you to spend more time focused on running the business instead of marketing it.
While there are definite benefits to hiring an online marketing firm, such as saving time and having access to experts, there are drawbacks too. Make sure you ask what tactics a firm uses. You don?t want to lose credibility or end up with disgruntled customers. Research the companies you are considering and make sure they have experience in your industry, implement tactics your business can support, and have a track record of success and excellent customer satisfaction. Online marketing firms can truly benefit small businesses as long as it?s a good fit.
