Egypt says clock ticking on sit-in standoff

CAIRO (AP) ? Egypt's highest security body warned Sunday that the clock is ticking in the search for a peaceful end to the standoff over sit-ins by ousted President Mohammed Morsi's supporters, suggesting that authorities will break up the vigils unless ongoing mediation efforts produce results soon.

More than a month after the military shunted Morsi aside, tens of thousands of the deposed Islamist leader's supporters remain camped out in two main crossroads in Cairo demanding his reinstatement. Egypt's military-backed interim leadership has issued a string of warnings to the protesters to disperse or the security forces will move in, setting the stage for a potential bloody showdown.

The U.S. and EU are trying to mediate a peaceful resolution to the standoff to avoid a repeat of deadly street violence that has killed more than 250 people ? at least 130 of which were pro-Morsi protesters shot dead by security forces in two bloody clashes ? since the July 3 military coup.

A senior U.S. official stayed on in Cairo for an extra day Sunday to hold another round of talks with officials on both sides of the political divide. While diplomats were racing to try to cobble together a compromise, the Egyptian interim government signaled that its patience with the pro-Morsi camp was running out.

The National Defense Council, which is led by the interim president and includes top ministers in the administration, said the search for a peaceful resolution is not open-ended, and that a negotiated resolution would not shield what it called "law-breakers" and others who incite against the state from legal proceedings.

It said a chance should be given to all "negotiations and mediations" that could end the protests without bloodshed, but that the timeframe should be "defined and limited and ... not infringe on the law and the rights of citizens." It also called on the protesters to abandon the sit-ins and join the political road map announced the day of Morsi's ouster.

With the Islamist-backed constitution adopted last year suspended and the legislature dominated by Morsi's supporters dissolved, the road map provides for a new or an amended constitution to be put to a national referendum later this year and presidential and parliamentary elections early in 2014

In a move that underlined the government's resolve in dealing with the protests ? now in their second month ? Egyptian authorities on Sunday denied Yemen's Nobel Peace Prize winner Tawakkul Karman entry into Egypt after she landed at Cairo airport on Sunday, airport officials said.

Karman, the first Arab woman to win the Nobel Peace prize, has stated her opposition to Egypt's military coup and said she had intended to join the larger of two pro-Morsi sit-in protests.

Airport officials said she was sent back on the Sunday flight that brought her to Cairo from the United Arab Emirates. They did not say why she was denied entry, only that her name had been placed on a list. The officials spoke on condition of anonymity because they were not authorized to brief the media.

The decision to bar Karman entry suggests that authorities wanted to deny the pro-Morsi camp the publicity she would have generated and the lift her presence would have given to the Islamists' argument that the outcry over Morsi's ouster is shared by prominent figures outside Egypt.

Karman shared the Nobel Peace prize in 2011 with Liberia's President Ellen Johnson Sirleaf and women's rights campaigner Leymah Gbowee. She earned it for her role in the protests that swept Yemen in 2011 to force longtime dictator Ali Abdullah Saleh from office. Saleh stepped down last year, handing over power to his deputy as part of a transition plan.

Sunday's comments by the National Defense Council is the latest warning to the pro-Morsi protesters, who on Sunday blocked a major road that runs through most of the city and leads to its international airport. It follows a statement a day earlier from the Interior Ministry, which is in charge of the police, urging the demonstrators to abandon their protest camps.

U.S. Deputy Secretary of State William Burns extended his visit to Cairo by one day so he could meet Defense Minister Gen. Abdel-Fatah el-Sissi, who led the coup, as well as the country's prime minister on Sunday, an Egyptian Foreign Ministry official said. A member of the pro-Morsi delegation that met Saturday with Burns said the four delegates also would hold another round of talks with the U.S. diplomat on Sunday.

At the core of discussions is the political future of the Muslim Brotherhood, the Islamist group from which Morsi hails, and its Islamist allies. The Brotherhood says it is looking for concessions before beginning talks with the new, military-backed administration. These measures could include releasing detained Brotherhood leaders, unfreezing the group's assets, lifting a ban on Islamist TV stations loyal to Morsi and reigning in the use of force against its protesters.

Morsi has been held at undisclosed locations since July 3, and faces accusations of comprising with the militant Palestinian Hamas group to escape prison in 2011. He has over the past week been visited by Catherine Ashton, the EU's foreign policy chief, and a delegation of African statesmen. Ashton reported that he was well and had access to television and newspapers.

Carbonite

Carbonite is one of the web's most popular online backup services, and for good reason. The Carbonite client runs quietly in the background uploading your data to Carbonite's servers to make sure it's safe in case something happens to your computer. Carbonite can automatically back up documents, music, email, and other files (although it manually backs up video), and grants you access to those files and your archives on your smartphone. Carbonite supports Windows and OS X (although its Home Plus and Home Premier plans only support Windows), and make restoring your files as easy as backing them up. Your offsite files are encrypted to keep them safe from prying eyes, and all of their plans include unlimited storage for your backed up files. Carbonite's Home Plus plan extends its features and allows you to back up external hard drives and not just files on your computer, and allows you to back up full system images. The Home Premier plan includes both of those features and adds automatic backup of your video files, and a courier recovery service that delivers you backups on a hard drive to you ASAP if something terrible happens.

Carbonite is online backup only, so it doesn't really work well for local backups or backups to external drives. You'll still have to handle that yourself. You can try Carbonite for free for 15 days, but after that you'll need to pay up $60/yr to back up one computer with their Home plan, $100/yr to back up one computer with their Home Plus plan, and $150/ur to back up one computer with their Home Premium plan. Backblaze

Backblaze earned praise from many of you for being easy to set up, even for non-technical people. It's built for people who want to get their data backed up, without being forced to search for error codes and cryptic status messages whenever something goes wrong. To that point, Backblaze backs up just about everything on your system. You get some control over what's backed up and what isn't, but the point is to be fast, easy, and hands-off, so everything on your system?documents, music, video, external drives you have plugged in, just about anything. Instead of telling what they do back up, Backblaze actually has a special page dedicated to what they don't back up instead. Backblaze offers unlimited storage for your backed up data, and while by default it only backs up files smaller than 4GB, you can bump that up if you need to. Like other online backup services, it runs in the background, backing up your data all the time (or when you schedule it to, if you prefer), and your data is encrypted so only you have access to it. It supports Windows and OS X, and is smart enough to de-dupe data, do incremental backups, and keep backup processes low on system resources. You can read more about Backblaze's features here.

BackBlaze doesn't have an offline component, so you'll have to handle that yourself, but it's by far one of the most affordable options on the market. Accounts are $5/mo (you get a break if you pay up front for one or two years), and you can add more computers to the same account for another $5/mo. CrashPlan

CrashPlan is our favorite backup tool for Windows, for the Mac, and we've even shown you how to build a bulletproof backup solution with it. CrashPlan gives you the flexibility to back up any folders you select on your computer (or whole drives, if you prefer) to external hard drives, other computers on the same network, a friend's computer across the internet, or online to CrashPlan's own servers, where it's stored and encrypted to keep your data safe. The backup utility is set-it-and-forget-it, and it runs quietly in the background whenever you're away from your computer, or at specified times of day. It's smart enough to only do differentials and incrementals, and supports multiple backup destinations so you can back everything up at one time everywhere it needs to go. Restores are just as easy, and a few clicks drops all of your files right back where they should be. You even get access to your backup data on your mobile devices. If you have a ton of data to back up or restore, you can even have CrashPlan send an external hard drive to your house that you can back up to and use to seed your first backups or restore from, all without blowing past your ISP's bandwidth limitations. SpiderOak

SpiderOak is well known as one of the most privacy-centric cloud storage services, but it's also a great backup service. The same power and features that you get for file syncing and access extend to its backup client, and SpiderOak's "Zero Knowledge" policy extends to your backups as well. Even they don't know what you're storing on their servers, and all of your data is encrypted on their servers and before it leaves your computer. The SpiderOak desktop client has a fully-featured backup tool in it that lets you back up your entire desktop, documents, email, music, or movies right to the cloud, or you can hit the "Advanced" tab and pick the files and folders you want to save, including external drives, network drives, or anything else on your computer. As you add files to your backup job, you'll get a live preview of how much space you'll use with what kinds of files, and whether you have space for it. SpiderOak supports Windows, OS X, and Linux, has mobile apps for iOS and Android, can do incrementals, and if you uncheck a file to stop backing it up, the files will still live in your SpiderOak account, just as an archive. Your backups happen in the background, or when you schedule them.

SpiderOak's beauty is that it's a combination cloud syncing and storage service as well as a backup client all in one. Unlike some of the other services though, you'll have to pay for the storage you use. You get 2GB for free just for signing up, and you can get up to 10GB by referring friends. SpiderOak Plus nets you 100GB for $10/mo to use for syncing and backups, and every 100GB after that is another $10/mo. Bitcasa Infinite Drive

Bitcasa Infinite Drive is relatively new, but it's one of your favorite cloud storage providers in general, mostly because they offer virtually unlimited stroage for syncing and backups. When we say unlimited, we mean it?some of you are using terabytes of storage with Bitcasa. It's not primarily a backup service though, and while it was built for file syncing and storage, the Bitcasa desktop client does support regular file backups. Bitcasa supports Windows and OS X, and encrypts all of your files before uploading so they stay safe from prying eyes. Bitcasa even keeps revision history, so if you've backed up a file multiple times and need an older version, you can pick it out and restore it. Plus, you can use the Bitcasa mobile apps for iOS, Android, and Windows Phone to access your data on the go.

Bitcasa starts you off with 10GB for free, but $100/yr throws the floodgates open and gets you unlimited storage for anything you want to sync, share, or back up. Plus, you can connect as many computers or devices to your account as you choose, so you don't pay by the PC. It's client isn't quite as robust as some of the other tools here, but if you're more interested in a flat fee for unlimited space and you can handle the details of which files go where and when, it's a solid option. AP sources: A-Rod, Union Reach Out To Yankees, MLB

NEW YORK (AP) Major League Baseball and the New York Yankees turned down requests Saturday to meet with Alex Rodriguez?s camp and the union about the embattled star?s expected drug penalty, two people familiar with the talks told The Associated Press.

The overtures were made two days before MLB was poised to hand Rodriguez a lengthy suspension for his part in the Biogenesis case. The two people spoke to the AP on condition of anonymity because no public statements were authorized.

Rodriguez, meanwhile, was in Trenton, N.J., playing what could be his last game in a while. He started a double play, then drew a walk in the first inning while on a minor league rehabilitation assignment with the Double-A Thunder. He was scheduled to be off Sunday.

The All-Star third baseman said Friday night the Yankees? tentative plan was for him to join them in Chicago for Monday night?s game against the White Sox.

Before Rodriguez took the field, his side reached out to the Yankees and union head Michael Weiner contacted MLB Executive Vice President Rob Manfred. The Yankees and MLB said they had no interest in such talks.

There was always the chance, however, that further negotiations could take place at the last minute.

The New York Post, Daily News and New York Times reported the discussions earlier Saturday.

There hasn?t been any definite word on the severity of Rodriguez?s looming penalty, with speculation ranging from a lifetime ban to a suspension through the 2014 season.

Also possible, according to those familiar with the talks, was a suspension lasting until Aug. 31, 2014, the day before all teams are permitted to expand their rosters from 25 players to 40.

The 38-year-old Rodriguez hasn?t played in the majors this season. The three-time American League MVP is recovering from hip surgery and a strained quadriceps.

A day after Rodriguez homered for Trenton, Thunder manager Tony Franklin hedged on whether A-Rod was ready to rejoin the majors.

?That?s not for me to say,? Franklin said. ?His swing is getting better. He?s running better. He?s doing the baseball things OK right now. But that?s a different game up there.?

A sellout crowd was expected and a few minutes before the national anthem, A-Rod chatted up fans near the dugout and fist-pumped a kid, then walked off to have a catch.

Rodriguez caught a knuckling line drive by Reading?s first batter and later fielded a grounder and began an inning-ending double play.

Batting second, Rodriguez walked to the plate to Jay-Z?s ?On To The Next One? and received a mixture of cheers and boos in the first. He fouled off a 2-2 pitch before drawing a walk.

Rodriguez slowly went first to third on a double off the right-field wall and was stranded. He also walked the next time he came up while his girlfriend, former pro wrestler Torrie Wilson, held up her cellphone to video the action from a second-row seat behind the plate.

In the top of the second, Rodriguez ranged to his right to field a grounder and threw high and wide to second. It was ruled an infield hit, though he probably would?ve made the play a few years ago.

The next inning, Rodriguez fielded a slow bouncer down the line and made a strong throw to first to get the out. He heard loud cheers as he jogged slowly to the dugout, looking around and seemingly taking in the crowd?s appreciation.

Russian mobile malware makers numerous and highly organized, says security firm

The organizations make setting up a malware-serving website like signing up for an email or online game.

Mobile security software company Lookout was hot on the trail of a set of Russian malware distributors ? and was surprised to find that the biggest groups responsible were as neatly and effectively organized as a small tech business.

Don't get paranoid just yet: Lookout explained to NBC News in an email that this type of fraud isn't nearly as common here: "It appears that they've cut back on targeting [Western] countries because they're having more success in Russia and the Eastern block. In the past we've even seen SMS fraud targeting the U.S. and western Europe," they wrote.

The way it works is this: an unscrupulous or merely curious Android user searches for free games or apps on his or her phone, and follows a resulting link to a legitimate-looking landing page. After agreeing (often without knowing it) to a terms of service, they are served up a malware application that scams money by fraudulently sending premium SMS messages ? special texts used to purchase ringtones or sign up for a service.

Thousands of Twitter accounts and fake websites are set up to lure unwitting users, but when Lookout followed the thread a bit further, they found that many led back to a few surprisingly professional-looking organizations.

An example of a "landing page" users would be sent to (and redirected from).

From their official websites, productivity contests, and easy-to -use tools, at first glance one might guess these malware operators were legitimate software developers or advertisers. And in effect, that's exactly what these malware HQs are: small startups raking in cash thanks to the booming mobile sector. It just happens that the business they make their money through is fraud.

Affiliates sign up for the site as if they were joining a forum or freelance contractor website. A user-friendly, step-by-step process helps them create fake webpages, design and submit malware-toting apps, and makes the latest virus-scan-avoidance software available.

Meanwhile, the malware makers register dozens or hundreds of fake accounts on Twitter and other networks ? out of almost a quarter-million accounts analyzed by Lookout, over 50,000 were puppet accounts linking to malware.

Just 10 of these malware HQ organizations account for 60 percent of the SMS fraud Lookout tracked in Russia. Such scams don't usually affect the U.S. or western Europe, but it's not unheard of.

Twitter shuts down such accounts when it finds them, and malicious apps are removed from Google's Play Store whenever detected, but are these big organizations being raided or shut down now that they've been outed??

"We generally don't comment on ongoing investigations like this one," wrote Lookout. "However, in past investigations that are now closed, we have contacted authorities."

Even so, it's little comfort when the groups out there are so well-organized and well-staffed. Your best bet is to stick to well-known websites and only download apps from stores you trust. The problem may not be going away just yet, but consumers can avoid it ? with a little discretion.

Time Warner Cable blacks out CBS stations

After fee negotiations failed between Time Warner Cable and CBS, the cable provider on Friday blacked out the network for customers in New York, Los Angeles, Dallas, Boston, Detroit and other markets at 5 p.m. ET.

"We agreed to an extension on Tuesday morning with the expectation that we would engage in a meaningful negotiation with CBS. Since then, CBS has refused to have a productive discussion," the company said in a statement. "It's become clear that no matter how much time we give them, they're not willing to come to reasonable terms. We thank our customers for their patience and support as we continue to fight hard to keep their prices down."

CBS claims in its own statement that Time Warner Cable "has conducted negotiations in a combative and non-productive spirit, indulging in pointless brinksmanship and distorted public positioning ? such as the fictional and ridiculous 600 percent increase CBS supposedly demanded ? while maintaining antiquated positions no longer held by any other programming distributor in the business."

The network insists it wants only "fair compensation for the most-watched television network with the most popular content in the world."?

"Big Brother" and "Under the Dome" are two of the network's big summer hits that TWC subscribers in the affected cities will not be able to to watch during the blackout. The network is also home to megahits "The Big Bang Theory," "NCIS," "Two and a Half Men" and more.?

Showtime, which is also owned by CBS, is blacked out as well.

The premium cable network said in a statement that Time Warner Cable's move was "completely unnecessary" and "totally punitive to our subscribers." Showtime also noted that it had agreed to allow the cable provider to continue carrying the premium network while negotiations were ongoing, and is "deeply disappointed" by the decision.

On Demand content from CBS will also be unavailable during the blackout.?

CBS said in its statement that it hopes the blackout will be short-lived, but it is unclear how long it will last.

Israel the enemy, says Hezbollah leader amid Syria outcry

In a rare public appearance Hezbollah's leader Hassan Nasrallah urged Arabs and Muslims to stay focused on opposing Israel despite bitter disagreements about the Syrian war.

His Shiite followers would not bend in the face of rising anti-Shiite sentiment among those who oppose his support for the Syrian government he said.

He also invoked the Palestinian cause to shore up his party's legitimacy inside Lebanon. The half-hour appearance, at a campus in southern Beirut, was the first time in nearly nine years that Sheikh Nasrallah had delivered a speech in public.

A day earlier, Lebanon's President Michel Suleiman for the first time urged the Lebanese state to rein in the ability of Hezbollah to act as an independent military organisation, a right it claims on the grounds that it is the only group able to defend Lebanon from Israel.

Hezbollah's rivals say it has forfeited that right by unilaterally sending fighters not to Israel but to Syria to battle an uprising that many Lebanese support. While the government lacks the ability to challenge Hezbollah militarily, the controversy has threatened Hezbollah's political dominance, which helped to bring down the government and left the state paralysed under a caretaker prime minister.

Sheikh Nasrallah made his sharpest and most direct comments on the rising sectarian tone of the conflicts in and over Syria.

He has long said Hezbollah is fighting in Syria not to defend Shiite interests, but to fend off an extremist rebel movement. But in his latest speech he said to cheering: ''Many times I speak as a nationalist, as a Muslim, but I'm going to speak as a Shiite.'' He criticised the increasing attacks on Shiites in Iraq and Pakistan and the extreme anti-Shiite statements that have become common in some areas of the Syrian insurgency, a mostly Sunni movement.

Apple will Expire 20GB Free iCloud Storage for MobileMe Users on September 30

Apple has posted a notification on iCloud support that the complimentary iCloud storage plan for former MobileMe users will expire on September 30, 2013. Apple has launched iCloud in 2011 as replacement of MobileMe. Apple offered free 20GB iCloud storage for those MobileMe members that moved to iCloud between October 12, 2011, and August 1, 2012.

But this free complimentary iCloud storage plan is going to expire on 30th September. And this plan will automatically shifts to free 5 GB storage plan after the said date. Apple also warns that if the MobileMe users will exceed free 5GB limit after 30th Sep, many iCloud features will temporarily stop working. To use more space, they have to pay now. For more iCloud storage, users have to pay annual fee of $20 for 10GB, $40 for 20GB and $100 for 50GB. All these storage plans include many features iCloud Mail, Documents in the Cloud and iCloud Backup features.

MacRumors have posted the following email notification sent to a former MobileMe user by the iCloud team:

"As a thank you for being a former MobileMe member, you received a 20 GB complimentary storage upgrade when you moved to iCloud. Your upgrade expires on September 30, 2013.

When it expires, your iCloud storage will be automatically adjusted to the free 5 GB plan. Note that you are currently using 5.47 GB of storage. If you exceed your storage plan on September 30, 2013, iCloud Backup, Documents in the Cloud, and iCloud Mail will temporarily stop working.

Ark. AG: Schools can't arm teachers, staff

LITTLE ROCK, Ark. (AP) ? Arkansas school districts can't use a little-known state law to employ teachers and staff as guards who can carry guns on campus, the state's attorney general said Thursday in an opinion that likely ends a district's plan to arm more than 20 employees when school starts later this year.

Attorney General Dustin McDaniel, a Democrat, wrote in a legal opinion issued by his office that a state board that licenses private security agencies didn't have the authority to allow districts to employ their teachers and staff as security guards. A state lawmaker requested the opinion a day after The Associated Press reported on a plan by the Clarksville School District in western Arkansas to use more than 20 teachers and staff as volunteer security guards armed with concealed 9 mm handguns.

"Simply put, the code in my opinion does not authorize either licensing a school district as a guard company or classifying it as a private business authorized to employ its own teachers as armed guards," McDaniel wrote.

David Hopkins, Clarksville's superintendent, said he had spoken with McDaniel earlier Thursday about the opinion. Hopkins said he was still reviewing the opinion but that "it sounds like he's saying that we can't do the program."

"Obviously we're going to comply with the law. We're not going to break the law," said Hopkins, who had appeared on NBC's "Today" show Thursday morning to tout the program. "We wanted to provide the training and give the sense of a secure place for our parents and students. I tell you, this has really thrown a monkey wrench into it."

The idea of arming schoolhouses against gunmen was hotly debated across the country after the school shooting in Connecticut last December that left 20 children and six teachers dead. The National Rifle Association declared it the best response to serious threats. But even in the most conservative states, most proposals faltered in the face of resistance from educators or warnings from insurance companies that schools would face higher premiums.

Participants in Clarksville's program are given a one-time $1,100 stipend to purchase a handgun and holster. Hopkins said the district is paying about $50,000 for ammunition and for training by Nighthawk Custom Training Academy, a private training facility in northwest Arkansas.

The 53-hour training program included roleplaying drills of school shootings, with teachers and staff using "airsoft" pellet guns, with students wearing protective facemasks and jackets.

The Lake Hamilton School District has been using the same law for years to train a handful of administrators as security guards, but the guns are locked away and not carried by the administrators during the school day.

Lake Hamilton Superintendent Steve Anderson said he was talking with local prosecutors, school attorneys and other officials about how to proceed. Anderson said the district has had its license for 25 years.

"We'll take appropriate measures and I imagine this is something that will eventually be settled in a court of law or the Legislature," Anderson said.

Bill Sadler, a spokesman for Arkansas State Police, said pending applications by two or three districts for similar licenses have been put on hold because of McDaniel's opinion. Later Thursday, Sadler said any pending applications for entities or businesses that aren't security companies were also on hold.

Sadler said it will be up to the licensing board on what to do with the 13 existing licenses.

"We've got to hear from the board what they want us to do with the existing licenses that are out there," Sadler said. "Until we hear that and get some clear guidance from the board, we're in a holding pattern"

McDaniel said his opinion wouldn't affect districts' ability to contract with private security companies or to use law enforcement as school resource officers. He also noted that the Legislature has the power to change the law prohibiting school employees from carrying guns on campus.

A House panel in February rejected a bill that would have allowed some school employees to carry concealed handguns on campus after completing a 40-hour course at a state law enforcement training academy.

McDaniel's non-binding opinion also said that it's up to prosecutors whether or how to proceed against school employees who are relying on the licenses to carry concealed weapons on campus.

McDaniel noted that the districts were seeking licenses under a provision of the law that applies to private security firms and guard companies.

"If a school district were indeed functioning as a 'guard company,' then, it would be organized to provide services to any and all 'customers' purely for the purpose of generating income ? a private business motivation that is self-evidently anathema to a school district's purely public functions," he wrote.

Canada hurting itself with protectionist practices in agriculture: report

OTTAWA ? Canada is only hurting itself by maintaining high protectionist barriers on its agriculture sector, says a report which cites Canadian tariffs on agricultural imports as among the highest among food exporting nations.

The paper, from the Conference Board, notes that Canada has talked a good game about liberalized trade ? particularly on launching free trade talks with major economies in Europe and Asia ? but has not acted when it comes to the highly-protected agricultural sector.

The report argues there is a big potential payoff in freeing trade in food, particularly as Canada already exports significantly more food products than imports, by a ratio of about 60 to 40 per cent.

?The Canadian food industry can become more prosperous by serving fast-growing markets? and consumers benefit from a greater variety of food products at lower costs,? said Michael Burt, the director of industrial economic trends for the Ottawa-based think-tank.

The report makes clear, however, that liberalizing trade would result in some losers as well as winners, with the highly protected dairy industry falling squarely in the former category.

?A (deal) between Canada and the European Union, with complete trade liberalization of the food sector, would lead to resources shifting from the production of milk and dairy to other segments such as grains, oilseeds and other processed food,? it explains.

?(Overall) as a result of a more efficient use of our resources, the food sector would see a significant increase in both output and exports,? the report concludes.

Agriculture is a key sticking point holding up a free trade agreement with the European Union, although sources suggest the impediment involves European barriers to imports of beef and pork from Canada.

Canada is believed to have agreed to lower tariffs on European cheese exports if a deal is finalized, but the federal government has insisted it will not sacrifice the supply-management regime that protects Quebec and Ontario dairy farmers.

Agriculture also figures to be one of the more difficult issues to crack in the TransPacific Partnership talks and negotiations with Japan, two other free trade fronts Canada has opened in an effort to diversify its exporting sector.

In an interview, Burt does not advocate unilaterally dropping tariffs, noting that other nations also protect their food sector. But says Canada?s walls are unusually high compared to other like nations that are significant net food exporters.

Through the controversial supply-management regime, Canada imposes 246.8 per cent tariffs on dairy imports. It also maintains high tariffs barriers on animal products (30.5 per cent); cereals and preparations (20.3 per cent) and even 10.4 per cent levies on coffee and tea.

Meanwhile, other net food exporting nations like Australia, New Zealand and Chile have chopped its tariffs to single-digits.

Canada fares better in a comparison that includes non-tariff barriers, although the report says that measure is more difficult to assess, since it is based on existing trade flows.

As well, the paper calculates that Canadian tariffs are comparable to the U.S. and the EU, although levels vary depending on the sector being protected.

But overall, Burt says Canada?s walls against food imports are too high, and in some cases ? such as with wheat, barley, beef and veal ? unnecessary.

China says flooding has killed 337 this year

BEIJING (AP) ? Flooding in China this year has left at least 337 people dead and 213 missing, due mainly to unusually wet summer weather, the government said Sunday.

Floods this year have struck across 30 provinces and municipalities and affected more than 47 million people, according to the Office of State Flood Control and Drought Relief Headquarters.

The headquarters said landslides have accounted for 202, or about 60 percent, of the confirmed deaths.

China?s worst floods in recent history were in 1998, when 4,150 people died, most along the Yangtze River, China?s mightiest.

The Three Gorges Dam, the world?s largest hydropower project, was intended to control renewed flooding along the river. But water levels in the massive reservoir behind the dam stood at more than 149 meters (489 feet) on Sunday, 4 meters (13 feet) above the flood warning mark.

'X-Men' cast members unite at Comic-Con

(AP) ? The entire cast of X-Men thrilled fans at Comic-Con by uniting on stage Saturday in the San Diego Convention Center's largest hall.

Ian McKellan, Patrick Stewart, Halle Berry, Anna Paquin, Jennifer Lawrence, Michael Fassbender, James McEvoy, Ellen Page, Peter Dinklage, Hugh Jackman and others made for an impressive panel.

Director Bryan Singer also gave fans a first look at "X-Men: Days of Future Past," which is currently filming in Montreal.

McKellan said he was happy to be back in California at Comic-Con.

"I feel safe here now that you got rid of Prop. 8," he said, referring to the recently abolished law that prohibited same-sex marriage.

"I'm looking for a husband," he said. "It's great to meet you, Michael."

Fassbender blushed.

McKellan also said that the friendship he developed with Stewart making the "X-Men" movies led the two to work together on Broadway in two productions this fall.

Jackman also promoted his new film, "The Wolverine," which opens next week. The actor called the claw-wielding superhero "the greatest role out there."

"This is two great movies in one," he said. "The fact I'm with everybody here is something I'll never forget."

Customers of Australia-based retailer Harvey Norman are advised to be on the lookout for fake Facebook pages. Scammers have set up several bogus pages in an effort to harvest as many ?Likes? as possible.

According to Hoax Slayer, one of the fake Harvey Norman Facebook pages displays the following message: ?Good news! We're are giving away 15 of these stunning 40" Samsung Smart TV's. Want to win one? Just Share & like this photo. Winners will be messaged and announced tomorrow via Facebook.?The page has nothing to do with the retailer. Those who like and share the photo will not win anything.

Instead, they help the fraudsters in harvesting a large number of ?likes,? making their page more valuable on the underground market.

Popular Facebook pages are highly valuable for cybercriminals and scammers because they can be used to spread spam, for scams, and to trick users into visiting malicious websites.

Harvey Norman is aware of the recent scams. On Sunday, the company posted the following warning on its official Facebook page:

Dems, GOP on collision course over Senate rules

WASHINGTON - The immediate and the institutional are on a collision course in the Senate, where majority Democrats want to erode the right of minority Republicans to block confirmation of President Barack Obama's picks for administration posts.

On one side is the fate of a handful of appointees. "We shouldn't be waiting around here for months and months and months to get a vote on one of these nominees," Senate Majority Leader Harry Reid of Nevada said Friday, as he and Democrats threatened to make a unilateral change in the rules.

Reid simultaneously pushed ahead on seven Obama nominees whom Republicans have blocked from receiving a yes-or-no vote. One, Richard Cordray, has been in confirmation limbo for more than two years. Few, if any, are said by their critics to be unqualified to hold office, and all could command majority support but have appeared to lack the 60 votes needed to overcome GOP delaying tactics.

On the other side is the near certainty that once weakened, the rights of the Senate minority would be reduced even further the next time the majority party wants to jam through a four-year Cabinet appointment or a lifetime seat for a justice whose confirmation might tilt the balance of power on the Supreme Court for a decade or more.

"I guarantee you, it's a decision that, if they actually go through with it, they will live to regret," the Republican leader, Sen. Mitch McConnell of Kentucky, said of the Democrats.

In an institution that takes pride in calling itself "the greatest deliberative body in the world," that's a prediction that rings increasingly hollow among Democrats. More than half of the party's rank and file have never experienced life in the Senate minority, and much of the impetus for the rules changes comes from them.

One, Sen. Jeff Merkley of Oregon, said Republican tactics run counter to the system that James Madison and Alexander Hamilton helped set up more than two centuries ago. Another, Sen. Tom Udall of New Mexico, said the GOP was perpetuating a "tyranny of the minority."

A third, Sen. Mark Warner of Virginia, a former governor, said any president should be able to have a team in place, and "unfortunately it doesn't seem to be the case" as a result of Republicans.

Across the political aisle, it's the more senior Republicans who warn of the long-term effects on the Senate if Reid carries out his threat.

"I've been in both the majority and the minority a number of times, and I have to tell you'd I'd fight to my death for the rights of the minority because that's one way that the United States Senate is the most important legislative body in the world," said Sen. Orrin Hatch of Utah, first elected in 1976.

Sen. Charles Grassley of Iowa, first elected in 1980, said, "Basically, what you're doing is destroying the Constitution if we go ahead with this, if it destroys the checks and balances that the Senate is, the only institution in our political system where minority views are protected."

In classic Senate fashion, the more heated the rhetoric, the most intense the search for a compromise.

On Thursday, McConnell said "Big Labor" was putting pressure on Reid, and he offered to expedite consideration of two replacements for Griffin and Block if Obama chose to appoint them. It's an offer that officials say he's made before.

McConnell also noted that in recent weeks Republicans have permitted speedy confirmation of Obama's second-term secretaries of commerce and transportation, a new budget director and numerous judges.

As Reid threatened to change the rules, Republicans also abruptly announced they would step aside and permit confirmation of Tom Perez as labor secretary and Gina McCarthy to head of the Environmental Protection Agency. So, too Fred P. Hochberg, named to head the Export-Import Bank, one of the seven on Reid's roster but only recently approved by committee and not long on the wait-list.

Finally, McConnell says he and Reid agreed earlier this year not to support any changes in the rules except in the traditional way, by a two-thirds majority, requiring bipartisan agreement.

The way Reid explains it, well-qualified nominees are confirmed with little or no opposition - after Republicans delay a vote for months on end.

RMC receives accreditation for cancer program

The program was evaluated by the American College of Surgeons Commission on Cancer, said Allison Knutson, cancer program specialist for the commission. It was accredited in April, Knutson said.

David McCormack, RMC president and chief executive officer, said the gold level commendation means the hospital?s cancer program ranks in the top 5 percent of United States hospital programs. This is the second time the hospital has received the commendation, McCormack said.

The accreditation process is comprehensive, and gives hospitals a way to evaluate their performance as compared to other accredited oncology programs, Knutson said.

According to the commission?s website, the oncology programs must meet 36 standards to receive accreditation. The standards include things like, all members of the cancer registry staff participate in one cancer-related education activity other than cancer conferences and oncology nurses have specialized knowledge and skills for their job, that are evaluated annually.

Knutson said the accreditation also gives the hospital a way to show the community their commitment to providing quality care to patients.

McCormack said the hospital uses a variety of innovative methods to provide high-quality care to its cancer patients. For instance, the oncologists have ?tumor boards? in which they get together and discuss their cases and offer treatment suggestions and support to each other, he said.

?I?ve never had it at any other hospital I?ve been in,? McCormack said. ?I?ve been to 12 hospitals.?

The oncology physicians, staff and volunteers work together to provide the best care possible, he added. This recognition validates all their efforts, he said.

?As regional provider for a five-county area, we strive each day to find ways to improve our patient care,? McCormack said. ?Our commitment to this survey process and to our patients is evident through this recognition.?

There are more than 1,500 accredited programs ? about 30 percent of all hospitals ? in the United States and Puerto Rico, according to the commission?s website. Those accredited programs provide care to more than 70 percent of the newly-diagnosed patients each year, the website states.
